In Fallout 3, is there any other way to get power armor training besides the Brotherhood of Steel?

I want to wear BOS armor, but they won’t let me into the Citadel without beating the main quest, which I haven’t finished yet.

You don’t have to beat the main quest to get in the Citadel, but it is past the halfway point of the main storyline.

The only other legitimate way to get the training (without using a console command on the PC or using a glitch) would be to complete the Operation Anchorage download mission. This was likely done so that you could walk off wearing the nearly indestructible Winterized T-51b power armor that you can get once you beat the mission.
